Accomplishments
of Key Williams Demographics Professionals
—Authored more than
50 academic publications and technical reports. Taught social
research methods, statistical analysis, demographic methods,
and other courses to more than 3000 students in a career at
NMSU.
—Testified after considerable
research, as lead expert witness in voting rights litigation
in New Mexico working with several law firms and the United
States Department of Justice. Results: Led to sweeping changes
in election laws that dramatically increased minority access
to elected office.
—Directed the technical
staff for New Mexico congressional and legislative redistricting
as well as director for dozens of local governmental redistrictings
after the 1990 census. Oversaw technical design, staffing,
management and administration, working in a fast-paced, multi-dimensional
environment with the potential for high conflict. Results:
No legal challenge to any of the re-maps.
—Developed a new methodology
for surveying farm-workers in southern New Mexico in support
of low income housing grants. Results: Millions of dollars
of subsidized housing has been built and the United States
Department of Agriculture recommends the methodology nationwide
for program applications.
—Developed household
size and income enumeration methodology, staffed and managed
data gathering in support of Community Development Block Grant
applications for neighborhood improvements. Result: Funding
has been obtained for neighborhood infrastructure improvements
and federal Housing and Urban Development recommends the methodology
nationwide for program applications that include primary data
gathering by a local applicant.
—Designed and managed
a needs assessment for a ten county area for the Catholic
Diocese of Las Cruces which included management of data gathering
and report preparation. Result: The Diocese estimates that
the data provided the basis for more than $5 million of grant
funding for programs and services.
—Developed population
projections for the U.S.-Mexico border region which have been
incorporated into a multi-state project of the Environmental
Protection Agency. Result: This was a critical first step
in the development of quantitative models that allow local
policy-makers to witness in simulations, the impacts of their
decisions.
