Williams Demographics was first registered with the New Mexico Department of Taxation and Revenue in 1982 as a consulting business of James D. Williams, Ph.D. At first, the projects involved redistricting analysis and support including litigation support. That activity has continued over the years and Williams Demographics has been involved in every post-census redistricting in New Mexico since.

During the 1990’s Jim Williams increasingly became involved in needs assessments, program evaluations, population projections, and survey research activities. By 2004, Jim Williams was planning retirement from New Mexico State University at a relatively young age, and had amassed considerable public and private sector project experience.
